Dear Friends and Colleagues,
Finally after an extremely long public viewing the Austrian “Guest flying regulations” are officially published – the decree will be in force by March 1st 2017. Very liberal regulations will apply.
Any holder of a hang gliding and/or paragliding license from following countries will be allowed to fly legally in Austria. Attention: This does not include tandem and paramotor licenses.
1. Australia
2. Denmark,
3. Germany
4. France
5. Italy
6. Croatia,
7. Lithuania
8. Netherlands,
9. Norway
10. Poland
11. Portugal,
12. Romania
13. Sweden,
14. Switzerland,
15. Slovakia,
16. Slovenia
17. Czech Republic
18. Ukraine,
19. Hungary
20. Great Britain
Colleagues not having a licence as listed above are advised to contact an Austrian Flying-School to obtain an official „Guest Flying License“.
Please be aware that for flying in Austria a 3rd party liability insurance up to SDR 750.000 is compulsory. We also recommend sufficient coverage for search and rescue – as helicopter costs can be quite high. For any queries in regard of insurance please contact us:

Quite nice put tohather e-mail, but what is so optimistic?
Fact that Austria put itself in the even more less prefetable countries to visit for flying by thousands of pilots not from the countries listed?
Totaly disappointing.

Goran

So does this means that Austria has now left the IPPI scheme?

HI Steve…No it doesnt…how or why would you assume that this is the case?? It simply states that “Guests” flying HG or PG from the listed below countries can fly in Austria without further requirements. Between the lines you could possibly read that countries that are NOT on the list ….Like USA, Canada, Macedonia have not managed to convince the Austrian authorities that the quality whether it be IPPI, APPI, or any other educational system used in your countries is up to par, so that you can fly in Austria. There have been numerous incidences in Austria with foreign nationals crashing in Austria with seemingly limited training (acro) or flying into airspaces (XC) without the most basic knowledge or insurance cover! This does not come out of the blue!

New Zealand sent all of the documents asked for by Austria 3 years ago and have since tried to find out what was happening with it.
This is the first we knew that we were not on the list and we do not know why. We have well established standards regulated by government that are recognised in other countries.

Hi everybody,
I would like to hear here from some Officials from the Austrian NAC, or from our CIVL Delegate, and not only from an Insurance representative.
So far this information is hearsay…
Dear Sepp, I don't quite understand what your aim is?

sepp@fly-koessen.atDear Sepp,
I have a lot of respect for what you brought to the sport. You were there from the very beginning, along with Bill Moyes, Dan Poynter and others when the CIVL was founded (1975), when the first HG World was run (1976 in Kossen), when you were chairing CIVL very first Insurance Committee (also 1976).
For that reason we let you promote your personal events (you are the only one) on CIVL-Info mailing list, which is not here for that at all.
Now you are spreading non-official information, I am told, without the OEAC authorization (the official body in your country), and to your own profit.
Please now and in the future refrain from advertising here your events and insurance company. This is not the place to do it.
Thank you,
Best regards,
Stephane Malbos
CIVL President

So Scott,
Do you have some private information that leads you to provide this explanation or is this speculation on your part?
I seriously doubt that a whole country’s pilots are somehow remiss in their actions in Austria.
Also, since Sepp is, as I vaguely recall, an insurance agent, that seems to be the more likely issue.

Serbian NAC and Directorate of Civil Aviation send all documents to Austrian authorities to proove that we do paragliding school according to highest level fullfiling all standards, but we are not on that list. I do not remember any incident of serbian pilot in Austria from the begining of pg or hg sport.
As Goran said, this is disapointing decision.
Author of this text forgot to say how much has to pay pilot from non-listed country to mentioned Austrian school, in case he wants flight approval.
We'll advice serbian pilots not to go to Austria, and probably will be a same rule for austrian pilots, if they wants to fly in Serbia.
Their decision is against our sport, whole IPPI system and APPI.

We can all regret it, but this seems to be a case where the Austrian aeroclub needs to comply to national law.
At least, there is a possibility to legally fly in Austria now, thanks to the guest license system, for those countries, like Belgium, which have an licensing system in place, but where the license is not governed by a national law, but by the NAC.
The Belgian federation will now approach the Austrian aeroclub to ensure that our flying members can get those guest licensed based on our IPPI equivalent license, without excessive cost or effort.
Kind regards,
Jochen
